Windows Vista® - .NET Framework 3.0 is built-in (always present).

Windows older than Vista - if you updated Windows over time, .NET Framework is present (at least version 1.1). If not, download it free from Microsoft. Here are links for all valid versions - although you only need to install one of them:

How do I know what version is installed on my machine?

Go Control Panel > Add or Remove Programs, and look for "Microsoft .NET Framework"; it has the version number appended.

Hardware Requirements (for .NET(TM) Framework)

Minimum: 400 MHz CPU, 96 MB RAM, 800x600 256-color display

Recommended: 1.0 GHz or higher CPU, 256 MB or more RAM, 1024x768 high-color 32-bit display

Up to 500 MB of hard disk space may be required.

NOTE

It is recommended to download and run file setup.exe, a bootstrapper that will automatically look for the .NET Framework and install only the components required by this program from Microsoft®.

The Microsoft .NET Framework 3.0 is the new managed code programming model for Windows®. It combines the power of the .NET Framework version 2.0 with new technologies for building applications that have visually compelling user experiences, seamless communication across technology boundaries, and the ability to support a wide range of business processes. These new technologies are Windows Presentation Foundation, Windows Communication Foundation, Windows Workflow Foundation, and Windows CardSpace. The .NET Framework 3.0 is included as part of the Windows Vista operating system; you can install it or uninstall it using Windows Features Control Panel. This redistributable package is for Windows XP and Windows Server 2003.

The links given above are not guaranteed to be the latest state. They will only install a setup program (bootstrapper) that controls the download and installation. The setup requires only 2.8 MB, but the full installation 297 MB (Full Redistributable Package), for example. However, this framework may be required for other programs also. While version 1.1 redistributable had a file size of only 23.1 MB, version 3.5 has already about 10 times more. This reaches the range of a complete operating system!
